US says hacking undermines China's interests

BEIJING (AP) ? Hacking that originates inside China is undermining its relationship with the United States and harms Beijing's long-term interests, a U.S. diplomat said Tuesday, in the latest high-level public expression of concern over a problem that has prompted threats of commercial retaliation from Washington.

The U.S. believes cyber intrusions originating from China that result in the theft of sensitive information have reached very high levels, adding to existing problems with the lack of protection for intellectual property rights, said Robert Hormats, the U.S. undersecretary of state for economic growth.

He urged China to take firm action against hacking and said Chinese officials need to question whether such activity "serves China's real interests" as it seeks to upgrade its economy, the world's second largest.

"The long-term interest of the Chinese government is to investigate and halt these cyber intrusions wherever in this country they come from," Hormats said. "The U.S. government is taking an active role in addressing this issue and we continue to raise our concerns with senior Chinese officials."

Hormats' comments in an address to an Internet industry conference in Beijing follow a forensically detailed report by Internet security company Mandiant that accused a Chinese military unit of carrying out a yearslong hacking attack against U.S. companies.

China's government and military deny carrying out cyberattacks. A senior Chinese official attending the conference repeated Beijing's contention that Beijing was itself a victim of hacking.

"Our opposition to all forms of hacking is clear and consistent," said Qian Xiaoqian, a vice minister and deputy director of the State Internet Information Office.

"Lately people have been cooking up a theory of a Chinese Internet threat, which is just an extension of the old 'China threat' and just as groundless," Qian said.

Such statements seem to be doing little to allay concerns over a suspected official role in wholesale hacking linked to China. Foreign military and government organizations have been targeted by the attacks, as well as private companies, including those in sensitive industries such as energy and aerospace.

Craig Mundie, a senior adviser to the CEO of Microsoft, a sponsor of the conference, said that regardless of whether China-based hacking was the work of rogue actors, Beijing's efforts to stop it are clearly not effective.

"And given that China's policy position is that such activity is absolutely illegal, our two countries clearly need to work together to figure out how to enforce that policy more effectively, because right now the evidence suggests China's policy enforcement approaches are not working adequately," Mundie said.

Mandiant, a Virginia-based cybersecurity firm, released a torrent of details in February that tied a secret Chinese military unit in Shanghai to years of cyberattacks that compromised more than 140 companies. Mandiant linked the breaches to the People's Liberation Army's Unit 61398.

In response to the hacking reports, the Obama administration has been considering fines and other trade actions against China or any other country guilty of cyberespionage.

However, the administration is expected to proceed cautiously because of the issue's sensitivity, and Hormats and other conference attendees repeatedly called for communication and joint efforts against hacking rather than outright confrontation.

IDC PC shipments in Q1 faced their steepest drop known to date

If Windows 8 is the ticket to a bounce-back in PC sales, it's going to be a long, slow recovery. At least, as long as you ask IDC. It estimates that worldwide computer shipments in the first quarter of 2013 fell 13.9 percent to 76.3 million, which is the steepest quarterly drop the research firm has recorded since it started tracking PCs back in 1994. While the exact factors at work aren't clear, IDC blames it on a mix of customers spooked by Windows 8's unfamiliar interface, the continued rise of mobile devices, and the decline of the netbook. This isn't helped by the higher typical prices of touchscreen PCs, or by restructuring efforts at computing giants like Dell and HP.

Who's reigning in this apparently declining PC empire, then? Worldwide, it's a different picture than it was a few months ago: HP is back on top at 15.7 percent, followed by Lenovo, Dell, Acer and ASUS. The American climate is somewhat more familiar, with HP in front at 25.1 percent while being chased by Dell, Apple, Toshiba and Lenovo. With the exception of Lenovo, however, virtually all of the manufacturers involved saw at least some decline in their PC shipments. To IDC, that's a sign that vendors and Microsoft need to find an antidote to the crazes for smartphones and tablets -- and find it quickly.

Macy's Looking to Finish Off JC Penney in Court ... - Yahoo! Finance

After a court-ordered mediation period seems to have hit a brick wall, Macy's (M), Martha Stewart Living Omnimedia (MSO) and J.C. Penney (JCP) will be back in New York state court this week. As previously discussed on Breakout, the case is a love triangle of sorts. Macy's claims they have a five-year exclusive deal with Martha and that JCP's efforts to open MSO "stores within a store" clearly violate the terms of the contract.

The case is relatively small potatoes for Macy's, and CEO Terry Lundgren and his legal team have made noise about financial damages to Macy's. But given JCP's collapsing sales ? with or without Martha ? such claims seem designed more for legal positioning than financial peril. Brian Sozzi, CEO of Belus Capital Advisors, suggests JCP has a lot more riding on the outcome and traders know it.

"Since the trial began on February 20, JCP shares are down 25%, Macy's up 10%," Sozzi points out. "So what is Mr. Market saying? That Macy's is going to put the final knife, the final dagger, into the heart of J.C. Penney."

New York Supreme Court Justice Jeffrey Oing is clearly aware that a draconian ruling against JCP and MSO could be a death blow for either or both companies.

JCP CEO Ron Johnson didn't just sign off on the attempt to exploit a perceived loophole in Stewart's contract with Macy's, he also invested $38.5 million for a 16.6% stake of MSO. The deal placed a value of $3.50 a share for MSO, roughly 30% higher than where the stock is trading today.

Making matters even worse, Sozzi notes that JCP has Stewart goods sitting in inventory and literally floating on cargo ships waiting to be delivered to JCP stores. Without those goods JCP will be forced to continue its remodeling efforts with a giant hole in the store where the Martha Stewart "store" was supposed to be.

Sozzi says JCP has a real survival risk should they lose this case. If those Martha Stewart goods can't be sold, JCP's Home Department will be completely irrelevant and still under construction for months to come. A company with Penney's growing liquidity concerns can't afford to keep one-fifth of its stores boarded up through the holidays ? assuming they even make it that long.

Macy's wins regardless of the outcome simply by keeping JCP in court. A ruling in Macy's favor just might be the end of J.C. Penney entirely. "Macy's is going to have a grand holiday season," Sozzi concludes. "If they win this case, they still have Martha. They can run those commercials, and they can really put J.C. Penney down into the toilet."

It would seem that hell hath no fury like Terry Lundgren scorned.

Advancing secure communications: A better single-photon emitter for quantum cryptography

Apr. 9, 2013 ? In a development that could make the advanced form of secure communications known as quantum cryptography more practical, University of Michigan researchers have demonstrated a simpler, more efficient single-photon emitter that can be made using traditional semiconductor processing techniques.

Single-photon emitters release one particle of light, or photon, at a time, as opposed to devices like lasers that release a stream of them. Single-photon emitters are essential for quantum cryptography, which keeps secrets safe by taking advantage of the so-called observer effect: The very act of an eavesdropper listening in jumbles the message. This is because in the quantum realm, observing a system always changes it.

For quantum cryptography to work, it's necessary to encode the message -- which could be a bank password or a piece of military intelligence, for example -- just one photon at a time. That way, the sender and the recipient will know whether anyone has tampered with the message.

While the U-M researchers didn't make the first single-photon emitter, they say their new device improves upon the current technology and is much easier to make.

"This thing is very, very simple. It is all based on silicon," said Pallab Bhattacharya, the Charles M. Vest Distinguished University Professor of Electrical Engineering and Computer Science, and the James R. Mellor Professor of Engineering.

Bhattacharya, who leads this project, is a co-author of a paper on the work published in Nature Communications on April 9.

Bhattacharya's emitter is a single nanowire made of gallium nitride with a very small region of indium gallium nitride that behaves as a quantum dot. A quantum dot is a nanostructure that can generate a bit of information. In the binary code of conventional computers, a bit is a 0 or a 1. A quantum bit can be either or both at the same time.

The semiconducting materials the new emitter is made of are commonly used in LEDs and solar cells. The researchers grew the nanowires on a wafer of silicon. Because their technique is silicon-based, the infrastructure to manufacture the emitters on a larger scale already exists. Silicon is the basis of modern electronics.

"This is a big step in that it produces the pathway to realizing a practical electrically injected single-photon emitter," Bhattacharya said.

Key enablers of the new technology are size and compactness.

"By making the diameter of the nanowire very small and by altering the composition over a very small section of it, a quantum dot is realized," Bhattacharya said. "The quantum dot emits single-photons upon electrical excitation."

The U-M emitter is fueled by electricity, rather than light -- another aspect that makes it more practical. And each photon it emits possesses the same degree of linear polarization. Polarization refers to the orientation of the electric field of a beam of light. Most other single-photon emitters release light particles with a random polarization.

"So half might have one polarization and the other half might have the other," Bhattacharya said. "So in cryptic message, if you want to code them, you would only be able to use 50 percent of the photons. With our device, you could use almost all of them."

This device operates at cold temperatures, but the researchers are working on one that operates closer to room temperature.

The paper is titled "Electrically-driven polarized single-photon emission from an InGaN quantum dot in a GaN nanowire." The first author is Saniya Deshpande, a graduate student in electrical engineering and computer science. The work is supported by the National Science Foundation. The device was fabricated at the U-M Lurie Nanofabrication Facility.

Transatlantic flights will be bumpier by 2050 because of rising CO2 emissions, a new study finds. Turbulent episodes could double and the average strength of turbulence would also rise 10 to 40 percent. ?

Any air traveller has probably experienced turbulence. It can happen without warning and is caused by climate conditions such as atmospheric pressure, jet streams, cold and warm fronts or thunderstorms.

Light turbulence shakes the aircraft, but more severe episodes can injure passengers and cause structural damage to planes, costing around an estimated $150 million a year.

Turbulence will be stronger and occur more often if carbon dioxide emissions double by 2050 as the International Energy Agency forecasts, scientists at the universities of Reading and East Anglia said in the study published in the journal Nature Climate Change.

Carbon dioxide is one of the most potent greenhouse gases blamed for global warming. Increasing emissions raise the global average temperature, heating up the lower atmosphere.

However, warming also changes the atmosphere 10 km above ground level, making it more unstable for planes, Paul Williams at the University of Reading and co-author of the report, told Reuters.

The scientists focused on the North Atlantic flight corridor - where 600 planes travel between Europe and North America each day - using computer simulations to examine the effects of climate change on conditions there.

They found that the chances of encountering significant turbulence by the middle of the century will increase by between 40 and 170 percent, with the most likely outcome being a doubling of airspace containing significant turbulence.

The average strength of turbulence would also increase by between 10 and 40 percent.

Bumpier air journeys would make flying more uncomfortable and raise the risks to passengers and crew.

Detours to avoid strong patches of turbulence would lengthen flight times, increasing fuel consumption, emissions and airport delays, which would ultimately drive up ticket prices, Williams said.

Air travel is one of the fastest-growing sources of carbon dioxide emissions, but the effects of climate change on turbulence have not been studied before.

"Aviation is partly responsible for changing the climate in the first place. It is ironic that the climate looks set to exact its revenge by creating a more turbulent atmosphere for flying," Williams said.

The International Air Transport Association said the issue of climate sensitivity still held many uncertainties and the study would not change airline procedures.

The aviation sector is aiming to halve its net CO2 emissions by 2050 from 2005 levels through new technology, alternative fuels and increased efficiency.

There have also been attempts to tax the sector amid slow progress towards a global deal on curbing aviation emissions.

The European Union tried to force all airlines landing or taking off from EU airports to pay for their emissions last year through its carbon trading scheme. But opposition was so fierce it almost led to a trade war, so the law was frozen for a year for inter-continental flights.

Travellers and Paddlers: Vegetarian in Taipei - Around Taipei Main ...

If you are at the Taipei Main Station, there are actually many vegetarian choices.

Within station's underground mall, there is a vegetarian eatery serving simple dishes cheaply. It is located at K area underground near exit Z3.

This is what I had when I was there 2 years ago -- croquette curry rice with 2 side dishes.

This trip I found that along the Huai Ning street just across from the Taipei West Bus Station, there are a few vegetarian eateries. And you can have your vegetarian dumpling fixes here! Unfortunately, I did not get to try at any of the eateries this time.

However, I found two vegetarian places in the Shin Kong Mitsukoshi shopping complex.

I was actually looking for Daily Smile restaurant, when I found my way into the B1 food court in the complex. I was with a friend who wasn't keen on vegetarian food. So we settled at the food court. I was looking for vegetarian food and passed by a stall that seemed to sell meat dishes but looked like they had vegetarian options. When I asked them, I was surprised that they told me it is a vegetarian stall! The reason was that the dishes on display certainly looked meaty enough.

This is the menu. The prices are quite ok. Each order consists of the main course (in the pictures) plus a bowl of rice, drinks and 3 side dish. However, I got there late and had no more side dishes. I was charged NT100 for the main course plus rice and drink.

I had a hard time trying to decide what to eat. Everything looked interesting and good. I finally settled on this Hakka preserved vegetable with "roast pork" (?????). I like Hakka preserved vegetable. Unfortunately, it turned out to be rather disappointing. The preserved vegetable's flavour was washed out and I didn't like the sauce. I should have gone for the mushroom pot instead.?

After I had placed my order, I noticed that they had cards for the Daily Smile vegetarian restaurant. ??????. I asked where they are located and was surprised that it was just one floor down at B2 in the same building. This restaurant serve baked rice, spagetthi, pizzas, "steaks" and hot pots. In addition to these 2 vegetarian restaurants, there is also an stall selling Indian food in the B1 food court. Cafe India is not vegetarian stall, but it half of the menu is vegetarian. So Indian friends do have a choice too.

Rancho Mirage, California considering the strictest anti-drone ordinance in the US

The Rancho Mirage City Council could pass an ordinance that would be by far most restrictive of any in the United States, even banning the use of recreational drones in residential areas.

If passed, Rancho Mirage, California would join Charlottesville, Virginia and Seattle, Washington in restricting drone use along with the some 30 states considering anti-drone legislation.

There has even been talk of anti-drone action at the federal level, all in an attempt to push back against the massive rise of drone use in the United States by countless entities both public (ranging from US Marshals to law enforcement to the National Guard to the Department of Homeland Security to the military and more) and private (from potential use by media outlets to colleges and universities to commercial operators of all kinds).

While the vote on the proposal was delayed, according to My Desert, it is still quite noteworthy due to its highly unusual focus on the use of drones over residential neighborhoods.

?I didn?t find any ordinance such as this adopted by any municipality in the United States,? said the plan?s author, City Attorney Steve Quintanilla.

However, as My Desert points out, there was also a bill introduced in the Texas legislature which seeks to ban both possession and use of images of private property captured by drones without the permission of the property owners.

The proposed ordinance in Rancho Mirage would entirely ban the flying of ?unmanned aircraft that can fly under the control of a remote pilot or by a geographic positions system (GPS) guided autopilot mechanism? up to 400 feet above residential zones.

Drones flying higher than 400 feet fall under the jurisdiction of the Federal Aviation Administration.

While cameras are currently not covered in the proposed ban, they could be added, ?But some of the cameras can be pretty small and hard to see, so that could be difficult to enforce,? according to Quintanilla.

?Law enforcement is a whole different issue,? Quintanilla said, adding that he never considered an expansion of ban to cover other matters. ?This is an issue of privacy between neighbors.?

Currently, according to Quintanilla, there is nothing on the books to stop brazen invasions of privacy or even ?to stop a sex offender from using a drone to search for prey,? as My Desert put it.

?Technically, people can use these things to tape people?s homes and backyards and put it on YouTube,? Quintanilla said, according to USA Today.

Interestingly, all of this stemmed from a complaint from Steve Sonneville, who works out of the Marine Corps Air Ground Combat Center in Twentynine Palms, California.

A neighbor flew their quadrotor drone some 50 feet above him while he was relaxing in his backyard and while his neighbors were very cooperative once he explained his concerns, Sonneville later emailed the mayor to voice his concerns.

Rancho Mirage Mayor Steve Hines, who received a drone as a gift and has used it in his backyard and in Joshua Tree National Park, said that he thinks the language in the draft ordinance may be too broad.

?I think individuals should be able to use their own property and perhaps common areas of communities to enjoy the technology with their families,? Hines said. ?Where one crosses the line is by infringing on the privacy of others.?

Discussions surrounding the drone issue will continue until the city council?s first meeting in May.

A look at the darker side of Google Glass

Google's latest invention, the augmented reality (AR) eyewear known simply as Glass, is not even on the market, yet along with excitement over this possible glimpse into the future, Glass is also causing controversy. It's become the focus of a Stop the Cyborgs campaign, spawned proposed legislation in the US state of West Virginia that bans its use while driving, and is device non grata at one bar in Seattle.

Dubbed Glass Explorers, 8,000 American beta users who have been given Google Glass are about to embark on an experiment documenting what Glass can and can't do; the reactions and results generated will determine its future. Until now only a select few Google employees (including co-founder Sergey Brin) have sported Glass in public, mainly eliciting curiosity. But outside the tech-friendly environs of Silicon Valley and New York, Glass Explorers are sure to get different receptions.

Steve Mann, a wearable tech pioneer (pictured below) sometimes described as a cyborg, was assaulted last July during a visit to a McDonald's in Paris when he wore his sartorially similar augmented reality device EyeTap. While no explicit reason for the attack was given, Mann inferred from words exchanged in the scuffle that his assailant feared the EyeTap was a recording device.

That sentiment has morphed into a movement with Stop the Cyborgs, a London-based organisation's campaign to ban Google Glass and similar devices. It formed in February when some friends were discussing an article that fatalistically accepted the demise of privacy.

"There were a few privacy activists voicing concerns but nobody was suggesting there was anything people could do about it," an unnamed Stop the Cyborgs spokesperson said.

Cyborg discrimination

Stop the Cyborgs acts as an information hub for Glass-related privacy concerns by aggregating stories on its site, and also as an advocacy effort, with a mission statement calling for selective adoption of new technologies. The core group is comprised of a programmer, an artist, and an artificial intelligence researcher, all in their late 20s, who say on the site that: "Despite what some people think we are not Neo-Luddites." The group praises Google, stresses that it is not looking for a government ban on wearable tech, and makes exceptions for assistive devices ? within limits.

While Mann does not need the EyeTap or the other devices he's created and worn, his research is designed to benefit those with vision problems. That includes Rob Spence, a filmmaker and self-described cyborg who has compensated for a lost eye with an implanted camera that he uses when making films.

"Technology is moving so rapidly many theorists are saying we're on the verge of fundamentally changing as human beings," Spence says in his documentary Deus Ex: The Eyeborg Documentary. "In the meantime, for those of us missing parts of our bodies, we'll keep exploring and upgrading. It's possible we are the pioneers of a new cybernetic age."

Like all pioneers, they face resistance. Take Neil Harbisson. He has a disability not visually detectable by others, but one that he compensates for in a very attention-grabbing way. Harbisson was born with a condition that only allows him to see the world in black and white. He has learned to interpret colour through sound via a head-mounted device, which he calls an eyeborg. The device encodes colours as musical notes and allows Harbisson, an artist, to experience the world more fully and to interpret it in his paintings. He considers himself officially recognised as a cyborg after successfully lobbying to have the eyeborg included in his passport photo.

Harbisson's experience with the eyeborg hasn't been without its frustrations, though. He's been asked to leave cinemas and supermarkets because of fears his eyeborg could be a recording device. In response, he's created the Cyborg Foundation to help others use cybernetics, defend cyborg rights, and promote cybernetics in the arts.

In the short film Cyborg Foundation ? embedded below ? Harbisson says that a dream in which he heard colours made him realise what being a cyborg means. "It's not the union between the eyeborg and my head that converts me into a cyborg, but the union between the software and my brain," he said.

Regarding the technologies Mann, Spence, and Harbisson use, the Stop the Cyborgs spokesperson conceded that: "It certainly helps that they are entirely controlled by their wearers, are not monitored by a huge corporation, and don't encourage sharing to the cloud or social media."

While Stop the Cyborgs supports private (as opposed to government) banning of Google Glass and other wearable devices, it says it has nothing against those who identify as cyborgs. In fact, it admits, the two groups have much in common.

"There is a whole complex area here, that of cyborg rights versus privacy rights, but we are confident it can be resolved," the spokesperson said. Each side's main concern is how it identifies itself and is perceived by others. "In the end it comes down to trust and respect. We need people to have control over data and we need ways in which we can signal and assure each other that we respect each other's rights ? a new etiquette of technology."

Detachment

Wearable tech might require external behavioural changes, and cause internal ones too. How people relate to each other when smartphones are present is a harbinger of how Glass is likely to affect human interaction.

In his 1954 text The Question Concerning Technology, German philosopher Martin Heidegger addresses the rejiggered relationship to the world that technology creates. When given a new way of interpreting reality, people lose the need to determine their relationship to it on their own, which is part of what makes us human. Heidegger says this danger can be mitigated by realising that technology is just one way of viewing the world. But heedless of Heidegger, people walk down the street, wait in line, or while away a commute relating only to the phone in their hands.

John Suler, professor of psychology at Rider University and a specialist in online behaviour, argues that those distracted by their smartphones aren't fully involved with either the world around them or the one in their phones. "Where are we, psychologically and emotionally, when we carry our communication devices with us?" Suler asked. "For many people, they are neither here nor there."

The impact extends to those conversing with someone who is wearing Google Glass. Glass removes the visual cues of distraction visible to both parties, such as tapping at a phone or glancing at something in the environment. "The added complication is that the psychological and emotional effect of the Google Glass input might be unconscious to the [wearer]," Suler said. "They might deny looking into their glasses rather than at their companion, and in fact they might not be consciously aware of the fact that they are being distracted. Don't underestimate the power of subliminal visual input."

That input might also affect the user's memories, Suler also noted. Because research suggests eye movements are associated with cognitive processing, Glass content and its placement could interfere with recall, he reasoned. "If you're thinking about something that happened last week with your mother and your eyes go up and to the right as you start to access that visual memory, will that memory be affected by the fact that there's a sports video playing in your Google Glasses?" Suler said. "Very likely, it will."

Distraction

While Spence believes Google Glass itself might be a fad, he sees potential for building augmented reality into other types of glasses. "Much like phones have progressed, so will head-mounted options for easier visual access to data," Spence said. "I can see [augmented-reality] driving glasses being popular."

West Virginia state legislator Gary G. Howell, on the other hand, believes this will lead to more accidents caused by distracted drivers. Howell has introduced legislation banning the use of head-mounted gadgets while driving. Howell stated: "I think [Google Glass] is a great product with great possibilities, but an unwelcome distraction behind the wheel.?

He also said that since news of the bill has spread he's received a lot of feedback. "Many see Google Glass as an interesting and useful tool," he explained, "But nearly all have concerns about people using it to read text or watch video while driving."

There are three types of distractions that can occur while driving ? manual, visual, and cognitive. Glass fits the last two categories and, in some uses, the first as well. A CDC study found that one-third of drivers in the United States had read or sent emails or texts while driving, and the US National Highway Traffic Safety Administration attributes 18 per cent of distraction-related fatalities to mobile phone use.

Privacy

It's not that Glass has invented the invasion of privacy; it's that it makes it easier. University of South Carolina researcher and Professor Srihari Nelakuditi has been given a Google Faculty Research Award to develop a people-recognition app called InSight for Google Glass.

Spence jokes about the Stop the Cyborgs movement. "I think it's funny," he laughed. "I'd like to ask these bastards, though, who they think will stand against the robots when they come for the humans if not us cyborgs." Spence says that Google Glass does not upset him, but in some ways his views on it don't differ so much from Stop the Cyborgs.

"We are already living in a Big Brother society but we will soon be living in a transparent society and this will be much worse," the Stop the Cyborgs spokesperson said. "Not all oppression comes from the government; for some people it might be their overbearing boss, their partner, their peers, their parents, or their religious community."

The concerns Spence has regarding Google Glass and other technologies are much the same. "The truth is people are often more scared of what other people will do to their privacy," he said. "Are you more scared of what a downtown surveillance camera will do to your life? Or what some idiot friend of yours is posting about you on YouTube on Friday night at 3:30 a.m.? For me it's the latter. Especially if that person is wearing bloody Google Glasses."

It's easy enough to tell that someone is wearing Google Glass, but that might not always be the case. Babak Parviz, head of Project Glass, gave a talk on eye microsystems at Google think-tank conference Solve for X. Parviz started out speaking about the healthcare benefits of a high-tech contact lens but soon transitioned to the possibilities of integrating Glass-like augmented reality into lenses, something Google has begun work on.

Parviz has a theory of "one display per human" in which the lens precludes the need for displays for watches, smartphones, television, computer screens, and dashboards. "Including billboards," he throws in at the end, making the concept of "eyeballs reached" for an advert quite literal. Parviz said that Google has already begun to test lenses on animals for safety.

While there is still a way to see who is using Google Glass technology, Stop the Cyborgs has taken a step toward trying to define social boundaries. The group offers two posters for download with a crossed-out drawing of Google Glass ? one reading "Google Glass is Banned on these Premises," and the other, "No Surveillance Devices."

"One of us, I forget who, came up with the ban sign idea," the Stop the Cyborgs spokesperson said. "These things are 21st century cigarettes ? an addictive habit which can harm the people around you ? so why not ban them from enclosed public spaces? Why not shape the social norms before the things are out and it is too late?"

Just after the battle, the city was completely destroyed by a hydrogen bomb. The city, and miles around the city, were destroyed beyond repair. The events were labeled as an attack on terrorism, and fear of nuclear weapons exploded among the American public. James Heller has not been seen since the incident, and has been classified as dead.

Weak job gains hurt economic outlook

WASHINGTON (Reuters) - American employers hired at the weakest pace in nine months in March, a sign tax hikes that kicked in early this year as part of Washington's austerity drive could be stealing momentum from the economy.

Payrolls expanded by just 88,000 last month outside the farming sector, the Labor Department said on Friday.

That was well below market expectations for a 200,000 increase and fell short of even the most pessimistic forecast in a Reuters poll. The jobless rate ticked a tenth of a point lower to 7.6 percent largely due to people dropping out of the work force.

"The U.S. economy just hit a major speed bump," said Marcus Bullus, trading director at MB Capital in London.

Some of the weakness appeared due to higher tax rates that took effect in January. While recent reports have pointed to relatively buoyant retail sales in January and February, Friday's data showed retailers actually cut staff in March by 24,100, making it the hardest-hit sector last month.

Moreover, the government said hiring in the retail sector was weaker in January and February than initially thought.

The report rattled investors and sent U.S. stocks lower, contributing to the biggest weekly decline for share prices this year. Benchmark Treasury debt yields fell to their lowest this year and the dollar declined against a basket of currencies.

It was unclear whether across-the-board federal budget cuts that began in March played a role in the weak pace of hiring, although nervousness over the cuts might have made businesses shy about taking on more staff.

Some economists cautioned against reading too much into the report, though the data nonetheless raised questions over whether the strong hiring seen in the winter actually meant the economy had shifted into a higher gear.

"We don't think there is enough signal here to conclude the U.S. economy is wobbling. Rather, it appears that the underlying trend has not improved as much as the January-February data suggested," said Julia Coronado, an economist at BNP Paribas in New York.

AMMUNITION FOR THE FED

March's slowdown in job growth could make policymakers at the Federal Reserve more confident about continuing a bond-buying stimulus program. Prior advances in the labor market recovery had fueled discussion at the central bank over whether to dial back the purchases, perhaps as soon as this summer.

"This could give them the green light to stay with this policy longer," said Brian Rehling, chief fixed income strategist at Wells Fargo Advisors in St. Louis.

The employment report did have some positive news for the economy. The Labor Department revised readings for January and February to show 61,000 more jobs added than previously estimated. The average workweek rose to its highest level in a year.

"Companies ramped up working hours instead of hiring additional people. The fact that labor demand kept rising should bode well for future job gains," said Harm Bandholz, chief U.S. economist at UniCredit Research in New York.

The construction sector added 18,000 jobs, reinforcing the view that a recovery in the housing sector has become entrenched.

Separate reports on Friday also gave upbeat signals. The U.S. trade gap narrowed in February due to rising exports and falling crude oil imports, while U.S. consumer credit that month recorded its biggest increase in half a year.

AUSTERITY'S BITE

But analysts point out that federal spending cuts have only just begun and will be a more substantial drag on the economy between April and June, when many government workers begin taking days off work without pay.

In March, government payrolls fell only 7,000, partly reversing a 14,000-job gain from February.

The Congressional Budget Office has estimated that tighter fiscal policy will subtract about 1.5 percentage points from economic growth this year.

"The trend in payrolls is consistent with our expectation that employment growth will slow somewhat in coming months (due to) the large, and increasing, fiscal drag," said Michael Gapen, an economist at Barclays in New York.

Fed Chairman Ben Bernanke, who has said the labor market must show sustained improvement before monetary stimulus is eased, has voiced concern about the spending cuts.

The jobless rate fell to its lowest since December 2008, but the report showed that much of the drop was due to the labor force shrinking by 496,000 people.

That pushed the labor force participation rate - the percentage of working-age Americans either with a job or looking for one - to 63.3 percent, its lowest since 1979.

The unemployment rate is derived from a survey of households which is separate from the survey of employer payrolls. The household survey actually showed employment fell by 206,000 in March.

Some of the people dropping out of the labor force are retiring or going back to school, but others have given up the job hunt out of discouragement.

Dempsey says NKorean provocations fit long pattern

STUTTGART, Germany (AP) ? North Korea's bellicose rhetoric and threats, while worrisome, appear to fit a decadeslong pattern of provocation followed by uneasy peace, the top U.S. military officer said Friday.

"I wouldn't say I see anything to lead me to believe that this is a different kind of cycle," Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, said in an interview after speaking at a ceremony installing Gen. David Rodriquez as chief of U.S. Africa Command.

Dempsey's remarks suggested that he does not believe the situation is headed toward war, despite a series of threatening statements by the North, including a declaration this week that its military is authorized to launch a nuclear attack on the United States.

Other U.S. officials have said this week they see no North Korean preparations for large-scale military action, but White House spokesman Jay Carney said a missile launch wasn't unexpected.

"We would not be surprised to see them take such an action," he told. "We have seen them launch missiles in the past."

Dempsey called the North's nuclear threat "just reckless" and contrasted such talk with what he described as measured moves by the U.S. to deter the North and to reassure South Korea.

"Our moves have been largely defensive and exclusively intended to reassure our allies," he said, referring in part to the announcement that a more advanced missile defense system, designed to knock down hostile missiles in the upper atmosphere and beyond, would be deployed to Guam, a U.S. territory in the Pacific that hosts U.S. forces.

The U.S. also has made a point of highlighting aspects of an annual U.S.-South Korean military exercise that included a practice bombing run over South Korea by B-2 stealth bombers, as well as flights of B-52 bombers and the presence of F-22 stealth fighter planes. Two of the Navy's missile-defense ships were positioned closer to the Korean peninsula, and the Pentagon has announced plans to beef up its U.S.-based missile defenses.

Dempsey said he does not foresee any further U.S. military moves in the near future.

Dempsey said he has talked in the past few days to the commander of the 28,500 U.S. troops in Korea, Gen. James Thurman, about the safety of forces and their families. He said Thurman has made no recommendation to evacuate any military dependents.

The U.S. and South Korea have been at odds with North Korea for more than a half century. The two sides fought a three-year war in the 1950s that ended in a truce, and the North has long complained that the U.S. intends to overthrow its leaders.

Washington is treaty-bound to come to South Korea's defense if Seoul is attacked.

North Korea responded with fury to U.N. sanctions following its third nuclear test Feb. 12, and to the U.S.-South Korean military exercise known as Foal Eagle. Among other statements, it has threatened a nuclear strike against the U.S., declared that it has scrapped the Korean War truce, blocked South Koreans from entering a jointly run industrial park and announced that it will takes new steps to produce more fuel for nuclear bombs.

Despite downplaying the threat of imminent war, Dempsey said there is no room to be casual about the current tensions on the Korean peninsula. He noted, for example, that the North's threat to launch a nuclear attack on the U.S. "is new" and is worrisome, given the North's development of ballistic missiles as well as nuclear devices. He said it is not clear that they have reached the point where they can fit a nuclear warhead atop a missile that could reach distant targets.

"The combination of that makes it very reckless" to threaten a nuclear attack, he said.

Asked how the U.S. is dealing with that, he said, "We'll live up to our alliance obligations and protect our national interests, and that's not being bellicose, that's being very matter-of-fact."

Dempsey said another troublesome factor is the North's young leader, Kim Jong Un, who came to power after his father's death in December 2011 and is a grandson of North Korea's founder, Kim Il Sung. He said U.S. officials do not know who in his inner circle influences Kim.

"Though we've always said that North Korea has been a bit opaque to us, in the past we've understood their leadership and the influencers a little better than we do today," he said. "And so the extent to which this cycle (of provocation) is a little more unpredictable, it's because of him. We know less about him. But the pattern is very similar."

Dempsey said that in preparation for a trip to Beijing in a few weeks, he recently spoke by phone to his Chinese counterpart about the North Korea problem, among others, and that this will be on the agenda when he makes his first visit as Joint Chiefs chairman.

"What I'm not going to do is go over there and deliver the traditional talking point of: 'You need to get your southern neighbor under control,'" he said, adding that it's pretty clear China cannot compel North Korea to act differently.

"I would rather take the opportunity to gain a little deeper understanding of what are the Chinese issues" with the North Koreans, he said.

Scholarship for One-Semester Students: The time of entrance is autumn 2013 or spring 2014 and the grant term is one semester.

What does it cover??Scholarship winners are exempt from registration fees, tuition, fees for basic learning materials, accommodation fees on campus, and are provided with a one-off resettlement subsidy, monthly allowance, outpatient medical service and comprehensive insurance for foreign students studying in China. Monthly allowances are at the following rates (CNY Yuan per month):
a. CNY 1,400 for One-Academic-Year Students and One-Semester Students.
b. CNY 1,700 for Master?s Degree Students.
The one-off resettlement subsidy is CNY 1,500 for students who will study in China for one academic year or more; CNY 1,000 will be provided to all students who studies in China for one semester; the one-off resettlement subsidy will not be provided to those who have studied in China for more than half a year before being enrolled.

Recruitment Procedures:-From the issue date of the Procedures, applicants should log on to the Confucius Institute Scholarship website athttp://cis.chinese.cn. set up an individual account, read information and introduction of host institutes and majors, complete and submit the Confucius Institute Scholarship Application Form online.
-Confucius Institutes (independently set-up Confucius Classrooms), overseas Chinese test centers, educational and cultural offices (sections) of Chinese embassies (consulates), host institutes and institutions of higher education in those countries with no Confucius Institutes are entrusted by Hanban as the recommending institutions. The recommending institutions shall exam the qualification and application materials of applicants, and submit the list of recommended applicants to Hanban by April 25th, 2013.
- Host institutes are responsible for reviewing the qualification of applicants and submitting the proposed enrollment name list of qualified candidates to Hanban by May 25th, 2013.
- Hanban will organize an expert panel to make the final selection, and publish the name list of successful applicants on the Scholarship website by June 15th, 2013. Hanban will also inform the host institutes and the recommending institutions, which will inform the applicants.
- The host institutes will post ?Admission Notice?, ?Enrollment Instructions?, ?Visa Application Form for Foreigners to Study in China? (JW202 Form) and other related materials to successful applicants through their recommending institutions by July 1st, 2013.

In mammals, an individual's sex is determined by the chromosomes it inherits from its parents. Two X chromosomes lead to a female, whereas one X and one Y lead to a male. Y chromosomes are only passed from fathers to sons, so each Y chromosome represents the male genealogy of the animal in question. In contrast, mitochondria are passed on by mothers to all their offspring. This means that an analysis of the genetic material or DNA of mitochondria can give information on the female ancestry. For the modern horse, it is well known that mitochondrial DNA is extremely diverse and this has been interpreted to mean that many ancestral female horses have passed their DNA on to modern horse breeds. Until recently, though, essentially no sequence diversity had been detected on the Y chromosome of the domestic horse. Not only does the lack of sequence markers on the Y chromosome make it impossible to trace male lineages with confidence, it also represents a scientific paradox. How can a species with so many female lines have so few male lines? The issue has now been addressed by Barbara Wallner and colleagues at the Institute of Animal Breeding and Genetics, University of Veterinary Medicine, Vienna (Vetmeduni Vienna).

Wallner initially selected seventeen horses from a range of European breeds. She pooled their DNAs and used modern sequencing technology to examine the level of diversity on a 200 kb portion of the Y chromosome she had previously sequenced. The Y chromosomes were found to be highly similar: only five positions turned out to be variable. As Wallner says, "the results confirmed what we had previously suspected: that the Y chromosomes of modern breeds of horse show far less variability than those of other domestic animals."

The five variable positions, or polymorphisms, were nevertheless sufficient to enable the researchers to derive a type of "family tree" for the various breeds of modern horse they investigated. An examination of over 600 stallions from 58 (largely European) breeds showed that the animals could be grouped into six basic lines or haplotypes. The ancestral haplotype is distributed across almost all breeds and geographical regions. A second haplotype also occurs at high frequencies across a broad range of breeds, although not in northern European breeds or in horses from the Iberian Peninsula. A third haplotype is present in almost all English Thoroughbreds and in many warm-blooded breeds. The final three haplotypes are only found in local northern European breeds: one in Icelandic horses, one in Norwegian Fjord horses and one in Shetland ponies.

The pedigree of horses is very tightly controlled, with studbooks in many cases going as far back as the 18th century. Combining the results of the genetic analysis with pedigree data enabled the scientists to trace the paternal roots of many of the current male lines. Wallner feels that, "the results were intriguing, for example in the way the distribution of one haplotype reflects the widespread movement of stallions from the Middle East to Central and Western Europe in the past 200 years. Another haplotype results from a mutation that occurred in the famous English Thoroughbred stallion 'Eclipse' or in his son or grandson. It is amazing to see how much influence this line has had on modern sport horses: almost all English Thoroughbreds and nearly half the modern sport horse breeds carry the Eclipse haplotype."

The Vetmeduni Vienna scientists have confirmed the low diversity of the horse Y chromosome, which contrasts sharply with range of mitochondrial DNA haplotypes observed in modern horses. The difference is presumably due to the strong variation in male reproductive success. Wild horses have a polygynous breeding pattern, while the intensive breeding practices in domestic horses mean that single stallions can effectively pass on their DNA to entire generations. The senior author on the paper, Gottfried Brem, comments that, "most modern breeds were established in the last two centuries, during which time the horse has undergone a transition from working and military use towards leisure and sports. This has largely been achieved through the use in breeding of a few selected males. The restricted genetic diversity of the modern horse Y chromosome is a reflection of what has survived the species' dynamic history."

Syrian jet flies into Lebanon, fires missile

ARSAL, Lebanon (Reuters) - A Syrian jet flew 20 km (12 miles) into Lebanon and fired a missile into a field on the outskirts of the border town of Arsal on Wednesday but caused no casualties, witnesses said.

Lebanon has maintained a policy of "dissociation" from Syria's two-year-old conflict. But many Lebanese officials feel their country is increasingly at risk of being dragged into the civil war, which the United Nations says has killed 70,000 people.

Syrian forces loyal to President Bashar al-Assad have fired mortars into and occasionally entered Lebanese territory in pursuit of rebels. They threatened to carry out air strikes in Lebanon last month.

When a Syrian plane bombed Lebanese territory in mid-March, Lebanese President Michel Suleiman called it an "unacceptable violation" of Lebanese sovereignty.

It was not immediately clear what the Syrian jet on Wednesday was targeting. Local residents said a Syrian army helicopter was also hovering near Arsal, in Lebanese airspace, at the time.

Before dawn on Wednesday, Lebanese gunmen who back the uprising against Assad in Syria fired on a convoy of trucks heading to Syria in the port city of Tripoli, wounding the driver, a security source said.

It was the latest in a string of attacks by anti-Assad Lebanese groups on supplies entering Syria from Lebanon, which had its own civil war from 1975 to 1990.
